Free Shipping when shipping cost goes to admin?

      Hello,

      my setting is that shipping cost goes to admin. I have requests by my vendors that they would like to offer free shipping at a certain order value.

      As Admin doesn´t get shipping amount from the customer there needs to be a way to get this amount from the vendor that would like to offer free shipping. Is there any chance to decrease vendor commission by a fixed amount in this scenario?
