error in add custom fees to orders from front end for WooCommerce Quote Request

im using WooCommerce Quote Request to allow customer to request quote from vendors but the problem is the vendor cannot add custom fees and price to order which requested to quote from the frontend when i click on edit order its only show me discount and notes and quantity but add fees button and details didnt appear although i tried to add fees from backend in wordpress it worked normally can you help me too make vendors able to add fees to quoted products or give them the access to manage there orders from back end wordpress to solve this problem.
