Conditional fields sent to some vendors

Hello team,
First of all a BIG congrats on an awesome plugin! The most recent updates have added great functionality all around!

We are developing a marketplace where vendors can sell hunting equipment/ guns/etc.
Because of Canadian laws, when a customer buys a gun they have to provide their valid PAL License number and expiration date, which is issued by the Canadian Police.

For example, a customer may add hunting boots from vendor1, a gun from vendor2, a crossbow from vendor3 and a gun from vendor4.
When the customer goes to check out, a conditional field (PAL number) needs to appear where he/she must enter their PAL license number and expiry date, before they can proceed to pay.

Questions:
1. Can use a plugin to show the conditional field,and which one would you recommend?
2. Will this info be added/sent to all vendors or only to vendors #2 and #4?
3. Can the PAL number be masked so only the last 4 digits are added to the order that goes to the vendor(s)?
4. If there is an API that can use to call to verify the validity of the PAL number, what do you need to add this custom functionality to the marketplace?

We have vendors interested in joining the marketplace but they need this functionality in order to proceed.

To further clarify questions #1 & #2 from above:

I am trying to use the Checkout Field Editor for WooCommerce by Themehigh (https://www.themehigh.com/product/woocommerce-checkout-field-editor-pro/).
The plugin will display a section in the checkout with 3 fields(Pal#, issue date and expiry date).
These 3 fields need to be included in the email order that is send only to the vendor(s) that the customer is buying a gun or ammunition from.
Do you know of another plugin that can accomplish this?
