Distance Rate Shipping & 'Free Shipping Minimum order amount' – please explain

      – can you explain how this works with the Distance setting?

      eg.
      – Within Distance up to XX kilometers IF order is GREATER than $XX then shipping = FREE
      – Within Distance up to XX kilometers IF order is LESS than $XX then shipping = $X

      Can we do this?
