How to add withdrawal charge

      hello i want to ask how we can activate the withdrawal charge cause it is not working anymore ,pls can you help me in that.
      i want to activate for one reason , usualy i put comission on vendor, but i want to activate the withdrawal charge when he ask for his money cause i want to transfer his money bu western union so i want to put the fees of the wester union on the withdrawal charge .

      as i see that my setting for withdraw is CASH PAY , and it seem that withdrawal charge will not work , can you please add an option CASH TRANSFER or MONEY TRANSFER pls
