      I am preloading vendor/stores on my site. I would like to give the store owner the opportunity to claim the store listing and sign up.

      – Do you mean, vendor has to pay some money to open their store? Why you are not creating Membership for the purpose?

      No. The vendor is claiming ownership of a pre-existing vendor profile created by the admin. Here is an example of the feature in another plugin: Searching youtube for this video since I can’t post the link directly.
