I think I have this issue that .. I have a general availability rule to all products that all week occurring from 10 am – 11 pm
the issue I am having (as a vendor ) that when I chose to set custom availability for a product for Monday and Friday from (2 pm – 9 pm) .. it does not work it always presents the global availability
I set it like this
I select Monday then time 1 pm to 9 pm priority is 1
then I add Friday then time at 1 pm. to 9 pm priority is 1
but it seems it has no effect

Please create a product from wp-admin -> WooCommerce default product editor to check whether this working or not!
If still this not work for you then please contact WC Bookings support forum.
