Disable Distance Shipping from vendor dashboard

      The new Distance Shipping is f-a-n-t-a-s-t-i-c
      I had literally just started briefing my developer how to integrate a third party plugin and hack it a bit to do this.
      I have a problem, though.
      I do NOT want vendors to edit the settings, I want them to be global.
      In CAPABILITIES I have disabled Shipping.
      In Settings > Shipping I used to have “Uncheck this to disable vendor wise store shipping options” disabled, but then I didn’t have access to the Distance config.
      The moment I enable that, I can config but then it also shows in the vendor dashboard (even if Shipping capability is disabled)
      Can you please advise?
