How to set shipping by weight and by region

      hi there

      i would like to know if there any option for me to set shipping by weight but different state in my country
      example malaysia->malacca

      this function is critical because vendor have to send to other state which is over the seas and the shipping rate are a lot higher, i hope wfcm marketplace can provide this features
