New Order mail send to Admin

      I am experiencing some issue with New Order notification by email.
      In fact when a new order is placed two mails are generated, one is for admin and a second for vendor.
      My problem is that mails are different and a more specific one, with special request or note from costumer is delivered to admin and a generic one with no details from costumer is delivered to vendor.
      As I expected this to be the opposite, what I can do to switch notification addresses?!
