Shipping by country option not adding store's shipping setting into the cart

  Hi,
  I just found that the store’s setting of $1 default shipping price is not shown at the cart when the customer’s address is from the same country.
  Instead, the cart shows ‘Free Shipping’. Please advise if this is a bug or this is a setting issue?
  Attached are the screenshots of product shipping setting, store shipping setting and the cart shipping.

  https://wclovers.com/wp-content/uploads/2019/09/Shipping-by-country-setting.png – you have set “Free Shipping Amount” 0 so it’s showing Free shipping at cart.
