      Please update your shipping module. We set shipping by country with specific rate for specific state but during checkout it can can show online free shipping.

      – Do you have setup this as Vendor, or from WCFM Admin Setting -> Shipping Setting tab?

      As Vendor, Many times it can be show free shipping
