User who made an enquiry gets notification through e-mail about it and the replies. User can see enquiries through the user dashboard and can reply. Everything is on till here. But neither the user who enquired nor others see enquiries on product page. Check the screenshot. Also as long as I remember, previously there was an Inquiry option in vendor dashboard but now there is no enquiry dashboard, only enquiry settings in settings page and the enquiry notification beside other notification.
