Disable “Add to cart” button for whole storeand show black-list warning words at hide the “place order” button place.
this is we make before, not but base on user_id, only hide for all user.
so now we hope base on “user_id” for Disable “Add to cart” button for whole store.

What do you mean? you have Rehub theme?
You could try to hide “brand” area at dashboard in my test site
