To do this, go to Capability from your admin settings and disable Publish Products and Auto Publish Live Products capability under Products section[ref- https://ibb.co/mFRDVMy%5D.
Next time, when a vendor submits a product, the admin has to approve it from Products page.

The ‘Product Limit’ settings under Capability works exactly the way you want i.e. it take into account total number of products. Quantity is not come into play here. So if you set Product limit 50, then each of your vendors should be able to upload 50 different products irrespective of their quantity.

I have checked and find out that the theme is causing the issue. You can change to another theme like Storefront or OceanWP to test that. It might be due to compatibility issue or due to any changes made from your side (editing functions.php etc.), not sure.

You can translate to Persian language easily using Loco Translate plugin. But integrating with Shamsi(Jalali) calendar is not supported. You need to customize that. First find a Jalali calendar JS library that suit your purpose and enqueue on every vendor dashboard page where there exists a calendar field. Further, you might need to checkout the documentation of your selected library to learn about its usage.
I find these two WP plugin as well https://wordpress.org/plugins/wp-parsidate/ and https://wordpress.org/plugins/wp-persian/. Check these as well.
